If you visit the home page of Sharek, an NGO based in Ramallah, you will find an add campaign running that says, Sharek (or partnership) is not allowed in Gaza, as Hamas continues to block NGO presence in the Gaza Strip
Throughout the NGO community, Sharek is known to be vicious and competitive. They often host a variety of events and trainings and in my opinion, ranks in the top 5 most influential NGOs in the West Bank. What is interesting is that it seems to exploit the voice of youth to comment on Gaza's particular attention to what NGOs are able to function as, without addressing what caused the need for such NGOs in the first place: Israel.
It typically does what NGOs love to do. With delightful images of Palestinians doing things, and yes I mean anything from cooking to dancing (because we are a spectacle to be studied and pitied) it monopolizes these images and begins to own them as creators of such happenings. Its wonderful agenda in capacity building, trainings, and youth empowerment,employability, reconciliation and the arts: Sharek a God send, apparently.
Yet what Sharek leaves out of the picture, like other NGOs, is the dependency issue it creates. While Gaza bans certain NGOs, it may be doing so out of fear for creating a highly dependent economy like that of the West Bank. Visit jobs.ps and see how many listings are for NGOs are projects founded by foreign countries. When you have an entire population servicing the "oppression" of Palestine, what job security does the population have once Palestine itself is secure? What industries exist external to the Occupation?
While Sharek claims to be empowering youth to be politically active and vocal, what politics are they preaching when their donor is none other than the infamous USAID among other infamous donors. And it is USAID and the UN that seems to be most upset about not being able to enter Gaza, after all Hamas is not stupid enough to let the State Department enter and dominate the public affairs of whatever is left of the Strip.
This goes without saying that Hamas of course may have other reasons for banning Sharek from operating in Gaza, but it is noteworthy to mention what Sharek, is Sharek-ing with: a ploy by USAID and other international donors to mainstream political agendas and appeasement through trainings and services.
What is interesting is that while the website lists USAIDs sponsorship of certain programs, Sharek fails to mention them in their list of donors.
Does it take a powerful NGO to replace the services of what should be an otherwise legitimate government? Why is the Palestinian Authority not stepping up to assume the tasks that are not being handled by public institutions and instead being thrown into the growing industry of NGOs?
Everyone seems to miss that point, that NGOs become a way for governments to dodge their responsibility on things like employability, life skills, political activism, and civic duty. But instead the Palestinian Authority has surrounded itself with a barricade of UN, EU, and USAID funded projects, making itself less accountable while Hamas is scorned.
Doesn't sound much like reconciliation or responsibility, does it?
The Independent Youth Movement (الحراك الشبابي المستقل) recently drew attention to Sharek's misleading pursuits, stating that the US government has "pumped 3.5 billion of dollars to the PA" and has also funded projects in Egypt, Jordan, Yemen, Congo, Haiti, and Lebanon.The IYM also states in its publication that if one studies the project terminology of USAID, they will find that it is in the interest of ensuring the security of Israel.
Hence Sharek's direct PR campaign to draw attention to Gaza's limitations on NGOs. Sharek is not happy because its donors are not happy.
In its call the IYM refuses and rejects conditional aid that promotes normalization of Palestinians and centers on the geopolitical agenda of Israel. While the projects claim to be sustainable, the development issues create a confining gap for workers and even corruption, according to IYM. The IYM states that youth are looking for unified causes to belong to, while Sharek is a misnomer of what national unity means by exploiting the gaps created by the Occupation to sustain itself and donor agendas.

على طريق مقاطعة التمويل الأجنبي المشروط ومحاسبة متلقي التمويل المقرون بالتطبيع وصهر الوعي
لنقاطع ما يسمى "قمة الشباب الفلسطيني"
بعد غد السبت الموافق العاشر من الشهر الجاري سيتم في مدينة البيرة المحتلة عقد قمة دعيت باسم "قمة الشباب الفلسطيني" ينظمها منتدى شارك الشبابي بالشراكة مع مؤسسة (CHF) الدولية وبتمويل من الوكالة الأمريكية للتنمية الدولية (USAID)، التابعة لوزارة الخارجية الأمريكية، وستضم القمة، كما أعلن منتدى شارك، "أكبر تجمع شبابي فلسطيني من مختلف المحافظات الفلسطينية".
وانطلاقاً من موقفنا الرافض للتمويل الأجنبي المشروط، وفي مقدمته المشروط بنبذ ما يسمى بالارهاب والمقدم من أفراد وجماعات ومنظمات وحكومات معادية لشعبنا ولحقه في العودة وتقرير المصير، لما في هذا التمويل من تأبيد للتخلف وتعميق للتبعية وتكريس للهيمنة وتمييع للصراع، بفعل ما يحدثه ويهدف اليه من تشويه للوعي والمفاهيم عبر خلق فضاء هلامي يدعون أنه تنمية، وفي حقيقة الأمر ما هو إلا جسر للتطبيع مع العدو.
ان التمويل الأجنبي المشروط بالتوقيع على وثيقة "نبذ الإرهاب " بمسمياته المختلفة (مساعدات، منح وغيرها) ما هو إلا أحد ركائز الاستعمار، وفي حالتنا الاحتلال الصهيوني، ويتناقض بل وينسف كل امكانية للاعتماد على الذات على طريق فك الارتباط بالمركز الرأسمالي، ويعيد تشكيل الواقع بما يلائم تصورات الممول على حساب الشعب، من هنا يغدق الغرب الأموال على دول المحيط، بما يجعلها تابعة اقتصادياً وسياسياً وثقافياً، وبالتالي لا غرابة في كم الأموال التي تضخ في الأرض المحتلة والتي تفوق العديد من الدول في أفريقيا، وآسيا، (أكبر مما تحصل عليه مصر، الأردن، اليمن، الكونغو، هايتي، جمهورية نبال ولبنان مجتمعات).
وعلى خلاف ما يدعيه الممولون على اختلافهم، من أن تمويلهم في التحليل النهائي يهدف إلى تحقيق التنمية المستدامة، فإن ما يشهده الواقع الفلسطيني طبقا للعديد من الدراسات والأبحاث في هذا الشأن، هو تناسب طردي بين الزيادة في التمويل والزيادة في نسب الفقر والبطالة والفساد!.
منذ انشاء السلطة الفلسطينية عقب اتفاق اوسلو، ضخت ال (USAID) أكثر من 3.5 مليار دولار في الأرض الفلسطينية المحتلة عام 1967 عبر مؤسسات السلطة الفلسطينية وبعض مؤسسات المجتمع المدني، وتعمل على العديد من المشاريع من قبيل الديمقراطية والحكم الرشيد وحقوق الانسان والتنمية، ووفق ما هو وارد في موقعها الالكتروني تعمل ال (USAID) على تنمية الجيل الجديد من القادة الفلسطينيين، وتروج للاعتدال على الساحة الفلسطينية، وتحفز الشراكة بين الفلسطينيين والاسرائيليين، كل ذلك بما يساهم في "تحسين الشعور بالأمن لاسرائيل"، لهذا فإن احد شروط تمويلها هو التوقيع على وثيقة تنبذ ما يسمى بالارهاب، وهو في حالتنا المقاومة التي كفلها القانون الدولي.
إن دور الوكالة الأمريكية للتنمية الدولية الذي يبدو كمساعدات تهدف إلى تأهيل البنية التحتية هو في واقع الأمر من ناحية جيواستراتيجية مكمل لمخططات الاحتلال عبر شق الشوراع الإلتفافية، كما وينخرط في الإستراتيجية العسكرية للاحتلال الصهيوني الساعية إلى تكريس الإستيطان والمستوطنات وسيطرتهم على الثروة المائية الفلسطينية، وإطالة أمد الاحتلال.
بات واضحاً أن "أمن اسرائيل" هو البوصلة التي على هديها يتم رسم طريق التمويل، سواء بشكل مباشر أو غير مباشر، وعليه فإن المطلوب هو رفض التمويل وطرد الممول لا اللهاث خلفه، بالاضافة إلى ضرورة محاسبة متلقيه.
ان اقدام منتدى شارك الشبابي، على هكذا خطوة، بغض النظر عن نواياه، يعد خروجاً على الاجماع الشعبي الرافض لكل أشكال الدعم المقدمة للعدو، وفيه استخفاف بالشباب الفلسطيني الذي بدأ يستعيد زمام المبادرة باتجاه الفعل والتغيير في الواقع المعاش سيما بعد نزوله للشارع يوم 15 آذار الماضي ومطالبته بانهاء الانقسام عبر انتخاب مجلس وطني جديد يمثل جميع أبناء شعبنا في كافة أماكن تواجده، وهو محاولة للاتفاف على الحراك الشبابي واحتوائه، ومن هنا فإننا ندعو الأخوة والأخوات في منتدى شارك الشبابي العدول عن فكرتهم ورفض التمويل، والدعوة موصولة كذلك لكافة متلقي التمويل الأجنبي.
إن إختباء المنظمين لهذه القمة وراء عبارات براقة لا يغير من حقيقة الأمر شيئاً، ذلك أن مشاركة الشباب السياسية و إحداث التغيير السياسي لا تكون بالمال السياسي الفاسد والمفسد و من وكالات مانحة سبق لها وعاقبت شعبنا بعيد الإنتخابات التشريعية التي شهدتها الأرض الفلسطينية المحتلة في العام 2006 ومنذ ذلك اليوم وهي ماضية في معاقبة أهلنا في قطاع غزة المحتل.
نعلم علم اليقين أن الشباب المدعو لحضور "قمة الشباب الفلسطيني" لم يفكر ربما في ما وراء التمويل، ولكننا نراهن على وعيهم وانتمائهم لشعبهم وأمتهم، وهم الذي يلبون دوما نداء الوطن والواجب.
الجميع مدعو للقيام بواجبه في التعبير عن رفضه للوكالة الأمريكية للتنمية الدولية وللقمة المزمع عقدها، وذلك عبر الوقفة الاحتجاجية أمام قاعات بلدية البيرة يوم السبت الموافق 10/09/2011 الساعة التاسعة والنصف صباحاً.
